Kovacs sure does have his access badge for going through the front door. As a Lionetta himself (with plenty of the attire and no need to steal clothes) and the fact that he had a chummy hangout with Evgen (the senior officer whose card he stole), he'd probably insist on himself going in since it'd raise the least alarms. He's a fighter for worst case scenarios and in best cases of things going wrong, he could theoretically talk his way out of the situation (trying to return Evgen's badge because he'd lost it or something or other).

He's not necessarily a tech whiz though, so he'd take one of the science geeks with him so they can go to the security room and handle the camera hacking from there. In theory, it might make sense to not bring in so many people on that first trip, and then once the cameras are taken care of, he could get more people in.
