To have access to the cameras, you would have to be able to access the Lionetta Main HQ security system — so someone would have to be able to sneak into the Main HQ beforehand to try and do that. However, don't forget there are other ways to avoid showing up on camera!

As for the badges, again, you would need to access the security system or be close to the reader to do it. The badges don't seem like they can be copied, but as long as someone has a badge, they can get through the front door.
