Most people here come from some version of Earth, but I've never heard of New Vulcan. I know of a few Federations, like the Trade Federation, but I don't think that's what you're talking about. [Spock's unfamiliarity with the kind of mechanical life Roger was had already made it fairly clear to him that Spock was not from his galaxy, and so he's not surprised that the areas familiar to Spock are unfamiliar to him.]
